Professor Wooten is completing a book on the history of the Employee Retirement Income Security Act (ERISA) of 1974. Professor Wooten’s manuscript provides an unusually revealing window on the creation of federal policy for private pension plans as well as the innermost workings of the legislative process. He draws on interviews and extensive research in government and privately held archives to trace the development of policy issues and legislative solutions to a remarkable level of detail. His sources include four presidential libraries, executive and legislative branch materials in the National Archives, and the privately held papers of members of Congress, executive branch officials, and several unions.
